The Regional Language Centre, an educational project of the Southeast Asian Ministers of Education Organization, is located in Singapore. Since it began operations in July 1968, SEAMEO RELC has worked to develop and support language education in the countries of Southeast Asia. The members of SEAMEO are: Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste and Vietnam. Associate members are Australia, Canada, France, Germany, the Netherlands, New Zealand, Spain and United Kingdom.

As the Regional English Language Centre until December 1976, RELC had as its fundamental aim the improvement of English teaching in the SEAMEO Member Countries. In 1977, the name changed. While retaining the acronym RELC, the Centre became known as the Regional Language Centre, reflecting its expanded role in language teacher education in the region. The Centre is an autonomous international institution administered by a Director under the overall policy direction of the Governing Board. The Board is composed of one representative from each member country appointed by the Southeast Asian Ministers of Education Council on the recommendation of the Minister of Education of each country.

The main task of SEAMEO RELC is to assist in the development of language teacher education in the SEAMEO region, a region of rapid economic development that is fast integrating both politically and economically. SEAMEO RELC provides leadership in the development of expertise and excellence in the field of language education and promotes cooperation between and contact among language professionals in the region and beyond. As the designated language centre of Southeast Asia, it faces the challenge of staying relevant to the needs of countries which are richly diverse in languages and cultures. SEAMEO RELC aims to help the region in communicating across social and linguistic frontiers to foster international understanding through cooperation in language education. The realization that English is a language that Southeast Asia cannot afford to ignore , particularly because of its importance in facilitating economic development, has led RELC to take more interest in training, not just for language educators, but also for key personnel in various sectors of the public and private service. RELC thus offers itself as a Centre of Choice for language educators and other professionals who wish to benefit from high quality customized training which will meet their academic and professional needs.


SEAMEO Regional Language Centre offers a wide range of courses relating to different aspects of English language, TESL methodology, language assessment, classroom research and professional teacher development. Among our certified courses are the Diploma in Applied Linguistics and a number of Specialized Certificate courses which provide training in certain key language areas. We are also able to offer customized courses to suit the specific needs of clients, and have customized language and training courses for clients from Thailand, China, Vietnam, Japan and Taiwan.
